Ministries

Our local, regional and national governments will have their own independent and autonomous ministries. Right now we have 18 ministries and few commissions. Ministries like Local government, Labour and Human Welfare, Public Work and national development are not necessary as their work be done by regional and local governments that they have to go. Ministries of agriculture and fishers has to mix to be one ministry.  Ministries of education, health, agriculture/ fishers, Tourism, land water and environment, information, energy and mines, and transport and communication will be ministries who develop and make policies. There will be separate regulatory body. Schools, hospitals, roads, powers satiations etc will be build and manage by regional and local government institutions by their own tax collections, other incomes and help by the central government.

         Ministry of Finance, Defence, foreign affairs, trade, industry and justice will be the biggest and strategic ministries for our national government. We have to add three very powerful and strategic ministries that are A, Ministry of Immigration B, Ministry of Man power C, Ministry of Veterans.

                                           

 Ministry of Immigration

         Ministry of immigration will be monitor daily who inters and who left our country, issue entry visa only, will monitor who is in and out to intelligence and security institutions of central, regional and local government on daily, rid-off middle men brokers from the recruitment process and to check recruits background and will have offices in every air, sea and land ports, every county that we will recruit foreign workers.  Local government immigration authorities will issue residential visa, cancel visa, deport after court order or visa expires within 2-3 days and  monitor migrant daily.

     Local governments immigration authorities will have offices and immigrant detention centres in every industrial park and foreign residential areas. In industrial parks it will renew visa for low and middle skilled immigrant workers at the request of their recruitment agency, send back those immigrant have no work and those who broke the law. In high skilled immigrant residential area it will issue visa at the request of employers, send back anyone who has no legal permit to stay. The officers who will be in charge of immigration will be responsible legal and morally for any immigrant has to be recruited without paying a penny, for staying illegally and for breaking our laws.

                                             Ministry of Man power

          Ministry of Man power will develop and make policy for training and testing immigrant and local workers. There will be separate independent man power regulatory body and many implementers like recruitment agency and colleges. Recruitment agency and colleges before hiring any low and middle skilled worker in foreign countries will test, train and test for their talent and characters.          After they come in Eritrea recruitment agency and colleges will give the low and middle skilled worker training continuously to develop and expand their talent and characters.
